CLEAN POWER FINANCE FORUM 2009

Thanks to a grant from the Governor’s Energy Office, Solar Energy International (SEI) conducted a series of meetings targeting local decision makers around Colorado. The events provided current policy and financial information, particularly relevant for governments or investors in third-party financed contracts. By bringing together small groups of decision-makers – i.e. land owners, elected officials, non-profits, lenders, investors, utilities and product suppliers, the workshops provided a forum for informed discussion about energy investments.

SEI focused on the most locally appropriate renewable energy technologies, as well as utility incentives and local policy framework. The goal was to provide information needed to hasten new local renewable energy installations in 2009.

CLIMATE SMART LOAN PROGRAM: PROPERTY TAX FINANCING (HB 1350)

Several counties around Colorado created local improvement districts as a creative way to finance renewable energy projects. These districts are the framework for voluntary, opt-in bond programs that many Colorado property owners used to finance clean energy projects. In short, many people are  now able to repay the loan on new efficiency and renewable energy installations through their annual property tax assessments.
